The Bow Street Rivals follow identical twins Peter and Paul Skillen, private investigators operating in London in 1817. Their work often places them at odds with the official Bow Street Runners, whose authority and methods do not prevent the brothers from pursuing escaped prisoners, political assassins, blackmailers and murderers.

Set after Waterloo, the series uses duelling, radical politics, scandal journalism and the severity of the Bloody Code to portray a city anxious about crime and reform. The Skillens rely on disguise, personal contacts and their archery gallery while their different temperaments complicate both the cases and their private lives.
