Sicily, 412 BC. Dionysius rises from an obscure position in Syracuse by exploiting military failure, factional conflict and fear of renewed Carthaginian attack. Presenting himself as the only leader capable of saving the city, he acquires emergency powers and builds a personal regime whose survival depends on soldiers, fortifications and the removal of rivals.
Over the following years Dionysius transforms Syracuse into the dominant Greek power in the western Mediterranean. His wars against Carthage encourage innovations in siegecraft and naval warfare, but victory demands confiscation, betrayal and repeated violence against opponents and former allies. The novel presents the tyrant as both a formidable state-builder and a man whose political achievement cannot be separated from the fear and isolation created by absolute rule.
