Warsaw, 1937. Colonel Jean-François Mercier, the French military attaché, uses diplomatic receptions, railway journeys and covert contacts to investigate German rearmament. Evidence of new armoured tactics and military preparations is difficult to obtain and still harder to persuade cautious governments to treat as an immediate threat.
Mercier’s intelligence work develops alongside his relationship with Anna Szarbek, a League of Nations lawyer with her own political connections.
