In a fictional Latin American state, a Marxist guerrilla movement fights a government sustained by foreign money, military force and political fear. American interests, intelligence officers, aid workers and local factions become involved in a conflict where ideological labels conceal private ambitions and shifting alliances.
Deighton uses the civil war to examine the late Cold War politics of intervention. Neither revolution nor counter-insurgency provides a simple moral centre: weapons, medicine, propaganda and personal loyalty all become forms of leverage, and outsiders who believe they understand the country discover how easily their plans can be absorbed into someone else’s struggle.
