After the Corunna evacuation, Kydd enters London society and forms an alliance with the daring frigate captain Thomas Cochrane. When the French fleet shelters in the Basque Roads, Cochrane is chosen to attack with fireships and explosive vessels despite opposition from more senior officers.
Kydd must confront his fear of fire during the assault and then watch tactical success become political controversy. The dispute threatens his finances and reputation, sending him towards a search for Spanish treasure that may be his only route out of ruin.
